Our vision is that God’s Spirit would work through Refuge Church to raise up a family that is committed to loving people into mature faith in Christ in every home and people group in our area and beyond until our city and world daily experience the life-changing Good News of Jesus.
Our Story
In 2018, God began to burden Blaine and Anna Hooper to show Christ’s love by welcoming refugees in Sharpstown-Gulfton, an economically disadvantaged area of Southwest Houston containing a beautiful mosaic of native Houstonians, transplants, and first-generation immigrants from all over the world.
While serving a community that desperately struggles with so many social and economic challenges (poverty, crime, human trafficking, failing schools, unemployment), God placed a dream in their hearts for a vibrant, diverse local church that would joyfully share hope of healing in Christ and compassionately seek the renewal of our part of the city for His glory.
After a season of intensive prayer, God called the Hoopers, along with other followers of Jesus, to establish Christ our Refuge Church to show and share His love for all the nations living here in Houston, Texas.

Blaine Hooper, Planting Pastor of Refuge Church
Blaine loves his wife Anna, their two sons, Micah and William, the city of Houston, and every kind of Middle-Eastern food. He is a combat wounded veteran and retired US Army officer, a graduate of Rice University and Dallas Theological Seminary, and is always finding excuses to head to Africa. His life’s passion is knowing Christ and helping others to make His love known among every people and in every place.
Our Beliefs
Christ Our Refuge Church is an Evangelical Free Church. The Evangelical Free Church of America (EFCA) is an association of autonomous churches united around the same theological convictions. Click the button below to read the EFCA’s Statement of Faith.
